João Dias's documentary presents the SAAL project, Local Ambulatory Support Service, starting from the voices of residents, architects and leaders involved with the process that between 1974 and 1976 tried to provide a solution to the problems of social housing in Portugal. SAAL was conceived at the initiative of the architect Nuno Portas, Secretary of State for Housing and Urbanism of the First Provisional Government. The SAAL programme consisted of constructions financed outright, designed and guided with on-the-ground support from architects and engineers hired by the State, but also with the help of the residents themselves. This programme aimed to eradicate and change the situation of 25% of the Portuguese population who in April 1974 still lived in shantytowns and shacks throughout the country, without access to water, sewage, electricity and sanitary facilities. The process of this project and its disintegration over the years that followed are a mirror of what has been the carelessness of governments in recent decades with the problem and the lack of solutions for social and dignified housing, a right of each and every individual. 'What sharpened the problem of SAAL, at least in relation to Porto, was having moved from solving the problems of a neighbourhood to a debate and an action (...) about the city.' Siza Vieira.
